When Po confronts Kai and fails to banish him to the spirit world, they engage in combat. However, before the fight commences, Kai waits until he summons back all of his other warriors to his belt first. Why? Well, it's probably because Kai gains power when they're on his belt and loses that power when they're off. And if Tai Lung's Chi is as potent as we think, Kai needs to keep it on his belt to remain in the mortal world. So, yeah, Kai's not taking any chances with that kind of firepower.
