Veteran police officer Bao Quan apprehends his wife, who is involved in drug trafficking, only to have her commit suicide. Their daughter, Bullet, holds a grudge against her father and runs away from home, eventually befriending a group of delinquents. The leader of a gang, Da Sang, harbors ambitions of becoming the top boss and constantly provokes trouble. Da Sang's brother, Qian Baoqiang, rapes Bullet's close friend, Ah Mei, leading Bullet and her ally, Cai Die, to seek revenge and engage in a fierce battle with Da Sang and his gang.
