Indiana police chief arrested on 17 felony charges

ISP said in a release Harlis Steven Hoover allegedly defrauded a man he borrowed thousands from. Officials also found multiple instances of "ghost employment" by Hoover where he would take care of personal businesswhile claiming to be on duty as the police chief.
