Weird Creepy Noises Coming From Manhole Drain Cover

Weird creepy squealing noises coming out of a manhole drain cover in Switzerland. This seems like it could be something straight out of the TV series Lost, but no polar bears or black smoke! :) I have no explanation for what this could be- suggestions welcome.
