Called Out: "Fake Romani Beggar" in Dublin?

An Irishman on the tram in Dublin told me that there are Romanian "fake beggars" in the city. People who post up on the street, beg for money, and hold signs indicating they are homeless and hungry. The Irishman told me that these beggars are, in fact, not homeless at all. And that, instead, they live in homes, have money, and are systematically dropped off by their husbands (or fathers) around the city (in highly trafficked areas) on a daily basis, and generate income from begging. As opposed to working in the "real economy". If that Irishman was correct, then these are people who are deliberately living in the "shadow" economy. Generating income from non-work. As opposed to "doing work". Here in the video, we see a woman who has turned her sign inwards, and is doing all she can to avoid the attention of the camera. Is she legitimately poor and hungry? Or is she part of a well-established scam system, that is attempting to milk cash out of people with sympathetic (albeit naive) hearts? I'll let you decide.
