The scene is between Chaudhary (Om Puri) & Mini (Genelia D'Souza Deshmukh). Chaudhary is a local goon who kidnaps people for money.
In this scene Chaudhary's Men kidnaps a spanish tourist for Money. To which Mini explains Chaudhary that tourist is guest to our country and we should treat them with respect.
Realising the same, Chaudhary orders his men to respectfully drop the person from where they kidnapped him.
