Bud (Tommy Norden) finds Phil
Bud (Tommy Norden) finds Phil (Martin Sheen) fishing illegally and tells him to stop. Porter (Brian Kelly) finds out about Phil's actions and lets him off with a warning. Porter then checks up on his underwater experiment and notices that some of the mollusks from the experiment have been taken. Porter quickly suspects that the man responsible for the theft is Phil.
Season 3, Episode 17
Bud and Flipper are photographing an underwater experiment of shell fish. When they surface a seal steals the mollusks. Bud drops his camera overboard and as Flipper retrieves it, he photographs the seal stealing the shellfish. They then discover Phil Adams spear fishing illegally. He didn't know it wasn't allowed in the park. Everyone believes him until they find the empty shells near his camp. Things look worse for Phil when they discover a previous scrape with the law. He tries to escape but is recaptured just in time to have his innocence proven by the photo.
