Rotational Inertia - Equivalent Mass

How does moment of inertia affect horsepower? Lower moment of inertia components increase available horsepower. This can be measured in terms of acceleration as an equivalent mass. An equivalent mass is how much weight reduction removing weight from rotational components is worth.
