It is much easier to wind fum tape onto threads than using tow. I am an experienced plumber myself have never used oakum and do not know how to reel it. But with fum tape it's the opposite.
Fum tape is needed just enough so that when you twist two parts you can twist only 1-2 full turns with your hands. Further only with a wrench. And this is about 1-1.3 m of tape. While winding up, keep the tape taut slightly. It doesn't matter how you wind it. It is important that all threads are evenly covered with fum tape.
How do you know if there is enough fuma? When connecting parts, water must not seep out. If it leaks, it is enough to pull up and the water should stop dripping at all.
