Are The Who a riffs band? Maybe not in the same way as Led Zeppelin or Black Sabbath. With Moon's wild drumming and Entwistle's 'lead-bass' style of playing, Pete Townshend would have to hold The Who's sound together with straight, powerful chords. However, this doesn't make The Who songs any less fun to play. Here's my top 20.
