Azure - Create Network File Share without a VM

Tutorial on how to create a network file share without a VM, which can be shared across VMs for both Linux and Windows and can be accessed Remotely outside of Azure infrastructure.  This uses SMB 3.0 thus it is only supported by Windows 8 or above and Windows 2012 or above.
