Both smartphones will provide you almost equal results. So for the camera both are best. Now come to the price and here samsung s9 is more preferable because of its low price. Its low variant has a price around 50k in Pakistani market. On the other hand, Note 9 is still expensive and its price is around 80k in Pakistani market. So, i will prefer s9 if we only compare camera.
