Floodplain mapping identifies the boundaries of a potential flood event under severe rain event scenarios. Understanding and strengthening floodplain mapping is critical to reducing the impacts of flooding in communities across the Niagara Peninsula watershed.
NPCA has to ensure that if development occurs in areas that are likely to experience flooding and erosion that it is properly permitted in order to reduce the chance of a catastrophe. Building in a floodplain can have major consequences and result in loss of life during extreme weather events.  It can also result in damage to homes and structures.
NPCA staff use floodplain maps when reviewing development applications.
Developing floodplain maps involves a combination of fieldwork and computer modelling. Data such as land use, topography, elevation, stream flow and precipitation is gathered. The model calculates water levels based on projected flows through the water system, and flood-lines are drawn based on expected precipitation in a significant storm event. In most cases, NPCA uses a 100-year storm benchmark.
NPCA is Updating Floodplain Mapping because
• There is new data available (such as updated topographic information) and we have improved modelling techniques and software
• And new development and construction such as roads, culverts, grading and filling affects the land and changes the boundaries of floodplains
NPCA’s ultimate goal in floodplain mapping is to keep people and property safe from the effects of flooding and erosion.
