America had a new Republican president, as well as a Republican-controlled Congress. It was 2001, and George W. Bush had just taken office as the 43rd president of the United States. Bush, much like President Donald Trump this week, kicked off his first term by making good on campaign promises, such as education reform and conservative values on issues like abortion. The former Texas governor also strove to set a “complete change in tone” from the Clinton era, as Jeffrey Birnbaum noted on Washington Week. Much like Trump, Bush wanted to send the message that he was not going to do business the way his predecessor had. Will Trump achieve the same change in tone?
