Hurricanes and tropical storms favor rapid development in September and October when the Atlantic Ocean averages its highest temperatures. Tropical storms and hurricanes need warm sea-surface temperatures of at least 79 degrees to begin developing. The Coast Guard Sector & State Docks in Mobile, Alabama, measures an average sea-surface temperature of 85.7 degrees in September. During the period, disturbances formed within the Gulf of Mexico, the Caribbean Sea, and the western Atlantic, and they favored northwestward tracks that approached the Gulf and Eastern Atlantic Coast. The World Meteorological Organization creates the list of hurricane and tropical storm names. The next names on the list include Francine (fran-SEEN), Gordon (GOR-duhn), and Helene (heh-LEEN).
