This is a Scrappy cartoon from 1932, entitled "Railroad Wretch".

It was later released in France on the Pathe-Baby 9.5mm 'home movie' film gauge in January 1935 as 4G.3147 "Deux Jeunes Gens Dans Le Train" in a mute version.
