A tribute to the greatest
A tribute to the greatest cartoon villain.
Warlord Julian Robotnik (usually known as Dr. Robotnik) built armies of robotic soldiers to give his "support" to the King of Planet Mobius during a huge Civil War. He betrayed the King, and used his army to turn most of the world population into robotic slaves, at gunpoint.
The robot slaves (former Mobians) have no free will except to follow Julian's orders for all eternity: they are alive, but they can't do anything to resist his orders. They can't even do anything without being ordered to first.
After the conquest, Julian decided to kill everyone that escaped.
