Tour shows Knox Co. leaders challenges of overcrowded jail

The Knox County Jail is far beyond overcrowded-- over capacity by more than 115 inmates. Sheriff Tom Spangler hosted Knox County commissioners at the jail today to show them the challenges his office faces.
