Ideally, I would pick up heros in this order – Kamael, FP, Mayreel (Arena trio), Tinia, Coco (Earth team complete), Gabriel, MK.99 (Colosseum team complete), Nari, Claude and Oghma (range core) then the 3-melee core heros Yuze Lilith and Rey, then buff core Vero and Lucy, then Kanna for Basic team (low investment but very easy to die if ur guild gets to lvl 86 bosses). Heros like Nari, Tinia, Kanna, Vero and Lucy can help greatly in raid even just sitting at 4* as long as they don’t die. Have them, but leave them until you have completed others.
