Is Islam compatible with secularism? How many Muslim-majority countries are secular? Turkish secularism has certain similarities with the French one. From the beginning, the modernization and secularization movements in Turkey were largely inspired by France, and thus French laïcité has provided a substantive model for Turkish secularism. Similarly to France, in the Ottoman Empire the monarchy had been tied to religion.  Therefore, when Turkey was formed as a republic in 1923 under Kemal Ataturk, the state was seeking to have control over Islam. Kemalists saw modernity as radical westernization. It saw religious traditions as an obstacle. Islam was seen as something regressive, atavistic, or the source of backwardness. As a result, Turkey had an assertive nondemocratic version of secularism. The state had enormous constitutional and legal power to intervene in and even directly control religious matters.
