The HeatSeeker tool uses a proprietary algorithm to scan Agents in a 25 mile radius by default of your home Market Center address. That being said, that address may be located in a spot that's not conducive to get as many Recruits as possible (on the coast for example) or perhaps it's feeding you too many Recruits and you want to dial it back. Watch this short video to learn how to make radius changes, center datapoint changes or even use a list of ZipCodes vs. a radius.
