The Shure SM7b has been a revered microphone amongst broadcasters and recently made a resurgence as a podcast mic. Is it the best choice ($399) relative to the cheaper ($329) Heil PR40 for Voice Over?

Keep in mind that the PR40 was purpose-built as a broadcasting mic and is optimized for spoken word. Perhaps it's the better choice between these two dynamic microphones.
