According to all the research that I have done (links in description), I unfortunately haven't found a way to program a macro to do that. Macros apparently cannot be programed to cast based off of buffs/debuffs/procs/cooldowns. Even if there was a way, you are limited to only 255 characters in the macro; so the code wouldn't be able to fit inside the macro window in order to achieve what you want anyways. Sorry I couldn't help you. =/
