Western efforts to arm Ukraine with ammunition to push back Russian forces have hit a significant bottleneck. Switzerland, which is home to a mature weapons industry, is the 14th-largest arms exporter in the world. However, Swiss laws ban the export and re-export of weapons and ammunition to conflict zones.NATO members have stockpiles of Swiss-made weapons and ammunition they want to send to Ukraine but can’t because of contractual agreements.
