What do underwriters do?

Underwriters accept or reject risks on behalf of insurance companies. Brokers and agents submit applications of insurance on behalf of individuals or businesses. Underwriters then review the applications and decide whether to offer insurance to the applicants (i.e., whether to accept or reject the risk).
