The case is about a person named Wilfredo Rodriguez Diaz who filed a complaint against people in Puerto Rico, claiming negligence and medical malpractice. The district court dismissed the complaint because they thought that Rodriguez Diaz was a citizen of Puerto Rico, so they didn't have the right to hear the case. Rodriguez Diaz appealed this decision because he thought the district court was wrong. The appeals court agreed with Rodriguez Diaz and said that he could be considered a citizen of New York, as long as he was able to prove that he had actually moved there with the intention of living there.
