Abolishing TAXATION in Eu4

Today we embark on theory crafting an Eu4 Campaign where we stack negative national tax modifier, and see if we can abolish taxation. We will restrict ourselves to achieving it on a global level, and I will not use things I consider exploits, like disabling any DLC, no marches, ironman compatibility, achievement support and no custom nations.
