D.O.A. Mazda - Seized Engine, MAJOR FAILURE. Can we fix it?

My good friend dropped off a 2010 Mazda that was DEA ON ARRIVAL. The starter would not turn the engine... it was seized. I tried to get the motor unseized using ATF and penetrating oil only to find some MAJOR issues with this vehicle's engine...
