Growing Sweet Banana Peppers from Seeds, Days 0-33

This is my second pepper growing series. The first one was about 4 years ago on habanero peppers I grew indoors with clamp lamps. I didn't expect many speed bumps along the way going into this sweet banana pepper growing series, but it took 20 days for just 1 to germinate instead of all or almost all of the 18 seeds I sowed germinating in 10-12 days as stated on the seed packet. The seed packet also states that I should reach a harvest by 72 days, but I doubt that's going to happen at the current pace. My balcony only gets about 4.5 hours of morning sunlight per day, and many cold and overcast days of May gray (caused by the coastal California marine layer effect) stymied the growth of my plants.
