CORRECTIONS
1. Any assignment in battle costs a command point, but there is a cooldown. For a few seconds after giving an order, all further orders are free. This means you can reshuffle all fleet orders every couple of minutes (less if you invest in the relevant character skill). It also means you want some sort of standard initial set of orders to give for one point at the beginning of a battle. - Andrzej Sawicki
