What The Hell Happened To Sunset Overdrive?

By all accounts, Sunset Overdrive should have had major success that spawned a multi-year franchise.  But for some reason, after the initial release of Sunset Overdrive, it never became the runaway success developers wanted.  So what exactly happened that made Sunset Overdrive just a flash in the pan?
