The railway inspectors are observing the Sodor Search and Rescue Center. They meet the two fire engines Belle and Flynn, and ask Sir Topham Hatt if two fire engines are really necessary? But they soon find out that two fire engines are better than one after seeing Belle and Flynn roll into action.
