This video shows you how you can tell if the batteries you buy from eBay is fake or not.
The weight of the 18650 batteries should be more than 42g each, so if the battery weigh less than that, then possibly is fake. Fake 18650 batteries will still work that is because inside is a small battery wrap in metal sheets with a small step circuit inside.
Genuine battery seller will most likely post the battery weight in the product specification. Just take note when you buy one… :)
Another way to find out is to open up the battery but this will destroy it.
