2015 Ford Transit - Running Rough , VVT Issues , Diag & Fix!

We have here a 2015 Ford Transit that's running rough. The previous shop said the problem was the injectors were staying on. They replaced the injectors and the PCM, but then they gave up. The issue ends up being with the VVT (P0013).
