Requiring stricter information distribution through one of the few urban centers of Earth, Dr. Wallace Breen would have his daily dose of Breencast upon the shrinking population of City 17. All that was done from the highest level of the #Citadel where Breen's impenetrable office stood.
But as the Science Team (Bubby, Coomer, Benrey, Tommy) was trying to reproduce the Black Mesa teleportation technology in a secret lab close to the metropolis trainstation, they finally managed to make great progress, hence, teleporting themselves inside Breen's office and initiating the greatest panic attack the Combine had ever experienced.
