Extremely easy, maybe even more so on Extra Hard. The strategy is the same for all difficulties - when you grab him, try to throw him but let him escape the grab. He will then sidestep and begin a combo and you Tiger Counter him then. It's easier on Extra Hard because when you grab him, he'll pretty much always escape your grab (on lower difficulties, just like most bosses, if you grab him when he's just gotten up, he will automatically escape your grab). Just avoid him when he goes into his HEAT mode or his soft style stance (he will counter throw you otherwise).
Saves have been uploaded to GameFAQs soon and when they're available for anyone who wants to attempt this challenge (and most likely, do better). I know there are people who want to try challenges like these, but don't want to run through the whole game without leveling up just to do them and although you can't save with someone else's Yakuza 3 save file, you can still load it up and play it.
