Diluting 91% Alcohol to 70% and More

How could one dilate 91% alcohol to 70% for sanitizing purposes?  We discuss the math behind a few scenarios [typo at very end, 'have' time].  We did not consider the volume change due to bonding when mixing alcohol and water, which will certainly make the problem more interesting.
