On March 11, the Narendra Modi-led Union government notified the Citizenship Amendment Rules, 2024 heralding a significant development in the country's citizenship laws.
The rules enable the implementation of the controversial Citizenship Amendment Act, popularly known as CAA, passed by the Parliament in December 2019.
The rules will grant Indian citizenship to refugees belonging to Hindu, Sikh, Jain, Buddhist, Christian and Parsi communities who came to India from three countries - Afghanistan, Bangladesh and Pakistan before December, 31 2014.
The critics of the law, including those within the Opposition, argue that it is discriminatory as it excludes Muslims. The fear is that this law, combined with a proposed National Register of Citizens (NRC), would marginalise Muslims. As of now, the NRC has been implemented in Assam only. But BJP has promised to roll out NRC across India.
