Paul already knowing all possible futures, by becoming Kwisatz Haderach, moves to the South part of Dune to convince Southern Fremen Tribes to rally behind him to bring the Harkonnens down and fulfill the prophecy by becoming Lisan al Gaib.
He also knows that moving South will set a destiny in motion which will ensure his survival and dominance of Dune but at the cost of billions of lives due to a Fanatical Jihad which he is unable to stop.
