Transpose every other row in Excel.

I came across this question on Reddit, but the moderators deleted it because he could not pose the question well, but here is the answer!

Have you downloaded a single column of data, but you needed it to split into two or more columns? For example, you may want to transpose every other row into multiple columns because A2 has the ID and A3 has the person's name, A4 the title, and so on. There is an index formula you can use to handle such a problem.
