MEANING
When we talk about Industrial Democracy, Workers participation in the management is predominately required. This concept is based on the human relations approach.
Traditionally the concept of WPM related to the participation of the non managerial or the workers engaged in the manufacturing process in the decision making process of the organization
If we talk about Yugoslavia, it is known as Self management whereas in Germany it is known as Co-determination. International Labor Organization has been consistent in its efforts to promote Workers Participation in Management.
WPM is also known as Labor participation or employee participation in the management or at the managerial level.
VARIOUS DEFINITONS
According to Mahatma Gandhi “ Mutual relations of workers and employers should be based upon the felling of the welfare of each other and not upon the self. It should be based upon mutual cooperation and sympathy and not upon bargaining”.
According to Keith Davis “Participation refers to the mental and emotional involvement of a person in a group situation which encourages them to contribute to the group goals and share the responsibility of the same.
Importance of WPM
The most important reason of WPM is the industrial Democracy promotion. We all know like the role of democracy in a nation, it is equally important that Worker’s democracy is promoted and protected at the same time.
To strengthen the labor management cooperation and thus maintain Industrial peace and harmony.
To also promote Increased productivity for advantage of the organization, society and workers as a whole
Due to WPM, workers also get to see how their actions will contribute to the growth of the organization.
The aim is also to satisfy or fulfill the workers social and entrepreneurial needs as we know that human is a social animal.
Factors influencing the WPM
Subject matter of the participation: There can be two issues or concerns in this; work related and interest related. The work related include welfare issues, safety concerns etc whereas Interest related include sharing of productivity gains, wages, incentives etc.
Personal Characteristics: Several research studies have shown that both low and high level relevant maturity level required discourage the participants
Participation of the extremely immature workers is like the blind leading the blind. On the other hand, mature workers prefer experts in their relevant field to be a part of management and therefore do not refer to be higher management committee’s.
Levels of Participation: The participation in management can happen at three levels i.e. floor level, plant level, and corporate level. However in bigger entities there can be another level known as departmental level. According to studies, workers prefer to contribute at shop level or floor level only because they believe they can contribute their best at this level only
Seat in Board of directors: The worker’s get a set in BODs. In various countries like USA, Britain, the decision has been rejected by the trade unions
