Character Locations are an optional part of the Obsequies Performed, A Long Road Ahead Trailblaze Mission, where you find characters in the Xianzhou to say goodbye before leaving to continue the Astral Express' journey.

After talking with Jing Yuan and your Astral Express companions, you will be given a chance to say goodbye to the characters of the Xianzhou Luofu before leaving.

This is entirely optional, so it is up to you if you want to do this part of the Trailblaze Mission.
