Follow the steps below to get a live animated background on Windows 10:
1. Open the Microsoft Store on your Windows 10.
2. In the store search for Lively and select Lively Wallpaper.
3. Install and open Lively Wallpaper.
4. Once Lively Wallpaper is open select the plus symbol in the left sidebar.
5. Select Browse and find the GIF you'd like to have as your background.
6. Select OK.
7. Your Windows 10 wallpaper will now be animated.
