FIX: Oculus Link Not Working: Stuck on 3 Dots Black Screen Issue

Tutorial how to fix the Meta Quest 2 VR headset where VR Link cable is connected to PC but Quest headset and stuck and showing 3 Dots and a Black Screen.  If the Link USB PC connectivity is not working, try these different fix solution and one might work for you. This can also solve lag issues or desktop black screen or if cable keep disconnecting. This is not for Air Link, but fixes only for Oculus/Meta Link cable to PC solution.
