This video shows how to calculate the effect sizes for the pairwise comparisons of the main effects in a mixed ANOVA in SPSS.

Following a non-observable interaction, the estimated marginal means for the main effects (within-subject effect or between-subject effect) with low enough p-values are calculated (Main effects in a mixed ANOVA in SPSS...). In case those show differences, effect sizes are to be calculated. Because all of those tests are pairwise comparisons, you will calculate t-tests (independent and paired) in SPSS to get to the effect size Cohen's d.

In a mixed ANOVA setting, when no interaction effect could be observed, it is still possible that there are 1) group differences regardless of time or 2) differences over time regardless of groups.

1) requires independent t-tests to be calculated as you compare groups only - you have to calculate the mean over time though, as shown in this video.
2) requires paired t-tests.
