This shows where to get the Kite Shield which is said by some to be the best for shield surfing with. Following that are both shield surfing courses. You can decide for yourself if it is "actually" better. I don't really think it is but I'm still weighing up whether it has a different property...
Update - 21st April 2017: Turns out two separate NPCs say the Knight Shield is the best for this. Though Selmie herself states the Royal Shield is (which my updated video covers).
In any case you can get another Kite Shield from Selmie here as a runner-up prize to the Royal Shield.
NOTICE: Mini-game audio track removed owing to Nintendo copyright (which kicked in too late). The video was too popular for me to remove and upload a fixed version. However this is all fixed in the updated video linked to at the top of this description.
