COP26: viability of 1.5 goal, launch of the Paris Agreement, new pledges and what does it all mean?

26th UN Climate Change Conference of the Parties (COP26) was one of the most important climate summits. Expectations were high, but the results are quite controversial. I will do my best to stay objective and show you both sides - positive and negative, so you could get well-rounded picture of the results.

Back in 2015 at COP21 when the Paris Agreement was signed and the goal of limiting global warming to 1.5C was born, countries decided that each of them will develop its domestic plan of actions and will define its domestic target of GHG emissions reduction. And in 5 years in 2020, when the Paris Agreement will be entering  into force, they will meet to review their plans and decide if these plans allow to achieve 1.5 goal and if countries still aim for this goal at all. 2020 turned in  2021 due to well-know events. And COP26 has become that  long-awaited moment.

Discussions at COP 26 were held in 4 main areas: Mitigation, Adaptation, Loss and Damage and Financing of climate related actions.

So far, most discussions fall under the Mitigation category. And one of the most key is about temperature goal and domestic targets to reduce GHG emissions, called NDCs. The good news is: The Glasgow Climate Pact (which is an agreement reached at COP26) reaffirms the initial goal of the Paris Agreement of limiting global warming to 1.5 degrees Celsius
The bad news is: countries STILL don't know how to make it happen and their current domestic targets collectively lead to much severe climate change

After almost six years of negotiations and disagreements, a number of important implementation related aspects were finalised at COP26:  International cooperation under the Paris Agreement (Double counting or double claiming, carryover of Kyoto's carbon credits, Share of Proceeds (SoP)), Common Time Frames of NDCs, Transparency rules

Apart from these major decisions that had to be made regarding the further implementation of the Paris Agreement, countries also made several important announcement during the conference on the following topics: Coal, Forests, Methane, Road transport.

Finance: Climate finance follows the principle of climate justice. It arises from the idea, that developed countries bear the greatest responsibility for climate change, but poor developing nations are the ones who suffer the most from its consequences.  For developing nations it's literally a questions of survival. Additionally, without financing, vulnerable nations will not be able to achieve any meaningful reduction of  their GHG emissions, which puts the achievement of the 1.5 climate goal at great risk. At the conference parties discussed the annual goal for developed countries to provide and mobilise USD 100 billion of climate finance per year for climate action in developing countries. Additionally, countries discussed increase of the % of finance for adaptation.

Besides discussing finances, there was some progress on the Global Goal on Adaptation (GGA).

Loss and Damage finance was also discussed, but without significant progress.

All in all, I have mixed opinion about the results. Yes, there is definitely a progress. But, I cannot get rid of the feeling that there's been almost 30 climate change conferences and the progress is still primarily measured in number of promises, not in real results and real actions.
