Grab bag driving licence vs roundabouts.

How do so many people get roundabouts so wrong?
He was in front of me exiting a 100 km/h offramp with 55 km/h.
I was expecting to see some bad driving and checked my camera, which was unfortunately off. I turned it on after 2 roundabouts, and this is what followed.
And yes, i'm easily annoyed, lol.
