Bulk aging and bottle aging of wines are two different processes that both serve a key role in the winemaking process.  Bulk aging is the process of of aging in larger containers like carboys or barrels.  This is where any adjustments and stabilization will happen and it can last from as short as four months to as long as several years.  Bottle aging occurs once all blending and adjusting is complete and the wine is ready to bottle.  At this stage the wine continues to mature but is out of the control of the winemaker.  Some short bottle aging is necessary to overcome bottle shock.  For more info, checkout my website, smartwinemaking.com.
