Plans were already set in place because of prior events, but it was telling to see how many didn't know how to identify these attackers. That they didn't put two and two together, maybe because of mental denial or thinking that it just couldn't be that widespread. People refused to say what they thought it was, but they knew that something was extremely wrong.
